Comment: Detective Bob Schilling from Seattle, WA. says that "You can't have public notification without public education. To do so would be like smoking a cigarette while standing in a pool of gasoline."
That education of the public needs to teach them how to recognize the symptoms of abuse, teach the families to feel safe reporting, Law Enforcement on how to delicately deal with these issues, and also provide treatment/counseling for offenders as well as the victims and the families.
Without this, you will be creating a hostile and volatile situation.
Read the reports and statistics put out there. And make sure that you are using the current stuff. Not reports created 20 years ago with a small group (like a Florida Sheriff did recently).
